Although the percentage of oxygen is inspired air is constant at different altitude the falls in atmospheric pressure at higher altitude decreases the partial pressure of inspired oxygen and hence the driving the gas exchange in the lungs

oxygen is affected by altitude because the more we will go high in the atmosphere the oxygen will be decreased.
