painting do not allow the irom to react with oxygen and hence ferric oxide is not formed which prevent rusting.

since rusting occur when

Fe+O2--->Fe2O3

and then

Fe2O3+xH2O-->Fe2O3.xH2O

Painting of iron gate prevents it from rusting because it cut the direct contact of iron from the environment and therefore no further exposure of to oxygen in moisture which causes rusting.
