Explain how quality rather than quantity is more important for any country development. State with an example.

This has always been the case for ever sort of development, and especially matters a lot for a country's development.

As, consider a situation where there are a lot of engineers, but they lack skill to do the task assigned, and fail even when there are a lot of them to help. On the contrary, there are a handful of highly qualified engineers who can do the same task efficiently. This was about HR.

Say in the case of natural resources, 100 tonnes of soil is mined and we get a lot of low grade coal, or 10 tonnes of very high grade coal.
