They certainly do. First of all, every program of social justice, and I use that term loosely, requires some form of bureaucracy to administer. It costs money that could advance social justice in other areas. The money that is intended to meet the needs of the targeted recipients trickles down through the bureaucracy created where fraud is a potential/reality at every level. The recipients themselves often defraud the system. Even poor people engage in beating the system. In most cases, the amount intended to meet the needs of folks is highly diluted. The Framers of the Constitution intended for the states to provide social justice services, not the Federal government. In hindsight they were right.

It was felt that people would prefer to live off the social justice trough instead of seeking employment. Social justice was not meant to be largess. It was only intended to be a temporary stopgap. We have turned it into a dangerous institution. The Great Society was an egregiously flawed system that permitted billions of dollars to go into the wrong pockets. It never got to solve the main problems that demanded social justice systems in the first place.

One example is our collective health. We are overweight, under-exercised, fraught with diabetes, enjoy a high degree of alcoholism, smoke too much dope, inject too many serious drugs, suffer from depression, etc. Accordingly, our collective health care costs are outrageous. But, we never seem to change as a society. The greater our wealth the greater our propensity to use it for health-averse pleasures. We never eliminate the problems because our nurturing and educational systems do not do their intended jobs. Instead of getting to the root of the problems we apply social justice bandaids to them.
