If one is economically backward, one gets automatically discriminated in more ways than one. But when one is discriminated, the reason may not be due to poverty. Thus the relationship is not two sided, not necessarily.

In a developing country, for example a person living below the line of poverty cannot afford to travel by air.

But if a person cannot travel by air, this does not imply that the person is economically backward; it may be that the person cannot fly due to some physical illness.

A child from a poor family may not be able to go to school. On the other hand, if someone is not formally educated, this need not mean that the person has to be economically backward. For example, Akbar the Great, who ruled over the entire Indian sub-continent once upon a time was an illiterate person.
