Explanation:
Civil interests are taken up by all three levels of governemnt. The local government is specific towards an area, its civil development mainly roads etc.
The Provinicial government captures the civil interests at a larger level, and works for development projects such as civil building, transport infrastructure etc
The National government mostly comes in when there is some natural calamity, becuase generally it allocates budget to provinical government to take care of civil development
