The new political system of constitutional monarchy in France worked in the following manner : The constitution of 1791 had given the power to make laws to the national assembly, that was indirectly elected by a group of electors voted by the citizens who had choosen the assembly.

The new political system of constitutional monarchy in France worked in the following manner : The constitution of 1791 had given the power to make laws to the national assembly, that was indirectly elected by a group of electors voted by the citizens who had choosen the assembly.

Only passive citizens above 21 years of age were allowed to vote (men) and that, of course, who paid taxes equal to atleast three days of a labour's wage .

To qualify as an elctor and then as a member of the assembly one had to belong to the highest bracket of taxpayers. Womens were denied to the "RIGHT TO VOTE".
