As we move from left to right, the nuclear charge increases hence, the tendency to gain electrons increases. So the tendency of forming positive ions decreases.

Thus, The non-metallic character of an element increases going left to right in a period as the element has less tendency to lose electrons and more tendency to gain them in a reaction.
