Explain how under special circumstances bad conductors can conduct charge

in case of gas you can make them a good conducted of electricity if you can fullfill the following points in a discharged tube

• the pressure of the gas should be low ( below 10mm of mercury)and
• the voltage should be high (10000V)

the gas will then conduct electricity
