Well, it's a very simple theory , When we boil water in a paper cup , The paper doesn't burn because , The water in the cup absorbs the heat and doesn't let the paper to reach to it's flash point and an object doesn't starts burning until it reaches it's flash point. So, Paper doesn't Burns and water also boils
