When the sea water evaporates due to the heat provided by the sunlight,

It forms water vapour, which being lighter gas, escapes into the atmosphere and then condenses into the form of droplets as,

As the temperature decreases as the altitude increases

And so as the droplets are in the atmosphere they come together and then form clouds
