Gratiano says that there are some men who remain silence to have the reputation of being wise. He compares their behaviour with the behaviour of sir Oracle as if they were to say that they were the fountains of knowledge and when they speak no one should talk.
Hi even uses let No Dog bark proverbially indicating that even the dog should remain silent therefore implying silent should be omnipresent
