Since you mentioned "Except for Mumbai and now Pune Cities..(sic)", let me first tell you something thats apart from Mumbai..
Maharashtra, literally the great state, is rightly called so.. 3rd largest in terms of Area and 2nd largest in terms of Population.

Maharashtra has 26 Municipal Corporations, with a few more to be added by the end of the year (Ambarnath - Badlapur, Panvel are what i know of, maybe many more). Other states dont even come close to with the second being Andhra Pradesh and Madhya Pradesh with 16 Municipal Corporations. BMC has an annual budget more than some states, including Kerala,.

Maharashtra is the only state in India to have two Metropolitan Cities, the ones you mentioned.
Maharashtra BOASTS about 5 out of the 32 World heritage sites in India.
Maharashtra contributes 25% to the country's Industrial output. Too much for 1 out of 29 states isnt it?
