When an object is viewed over the Holi fire, it appears to flicker or waver as the heat forms a rare medium over the fire and refraction of light keeps fluctuating between the different medium, created by the heat.

In other words, the air above the fire is hot and therefore less dense, whereas the air on top is relatively cooler and dense. Refraction of light between these different media, causes an image to appear as if it is wavering or flickering.
