This is because:
1)Soil plays a very important role in providing vital nutrition to the plant.
And as the nutrient has to be carried up by the circulatory vessel(I.e phloem),Therefore there is a need of a fluid to transport the nutrients up through the plant.
2)Transpiration plays a very important role in providing nutrition to the plant as the suction pull created by the evaporating water from the stomata pulls the nutrient rich fluid upwards.
3)During photosynthesis
6H2O + 6CO2 ----> C6 H12 06
In this reaction glucose is produced which is a product of the reaction between Carbon Dioxide and Water

SO BY THESE EXPLANATIONS WE CAN PROVE THAT WATER IS VERY IMPORTANT FOR THE GROWTH OF A SEEDLING

water is often the most limiting factor to plant growth . seed typically need water to germinate . soil retains water and different soil retain water differently. a seed will germinate and grow a root system in just water as the water .
