The kingdom was divided into provinces called mandalams, looked after by a governor. Each mandalam was further divided into numerous valandus. Each valandu consisted of a number of villages. The village was the lowest unit Local self government was a special features of Chola administration. Villages enjoyed freedom in looking after their own affairs.
