Secularism is essentially absolute non-interference of religion. Thus -
A person can be secular who doesn’t take into account religion of himself or others to conduct daily activities, etc.
An organization be secular where it doesn’t include religion of owner or employees in its decision-making
A country can be secular where it doesn’t take into account religion of its citizens to make decisions political, economic or social
India is secular -
As per the constitution it means - Indian government treats all religion equally and doesn’t discriminate among citizens based on religion esp. in employment, opportunities, etc.
As per reality - Indian government uses divisive politics for vote bank based on religion. Example being job and education reservation based on religion under the garb of SC/ST/OBC quota. The people eligible for this quota is based on caste of Indians that is associated with religion
US for example is secular -
As per constitution - US government separates church from government matters. Thus, unlike Roman Church religion does not interfere with country policies
As per reality - There is no divisive politics based on religion. US also has citizens belonging to several sects of Christian religion (Protestant, Catholic, etc.), but government doesn’t use this basis for votes or country decisions as citizens themselves aren’t too affected by it unlike Indians. It does not follow minority appeasement policy unlike India, thus Muslims or Jews or other minorities do not get reservation of special quota in anything - everything is based on merit. This is because citizens do not differentiate based on caste and sects, thus it is futile to give them benefits based on it. However, now with population of different religions growing, their leaders are trying to color the society with religion based demands.
