Inductive effect occurs in Sigma bonds. When an electron withdrawing or electron donating group is attached to an carbon chain then these group polarize the chain and inductive effect happens upto four carbon atoms and is distance dependent.

Resonance is delocalisation of pi bonds in conjugation that means pi bonds should be in plane and present alternatively. Resonance can also occur between one lone pair and one pi bond.
