Explain infrences which have been drawn by comparing the development level of maharashatra , kerala and bihar

Per capita Income cannot compare the growth of economies precisely.Kerala though has lower PCI but is more developed than Punjab for several other factors.Thus PCI is not the ideal index to measure development as it does not include non-monetary aspects of development.
