Consider your field of view to be everything, 360 degrees in every direction: around the horizon, from the zenith downward to the equator to the nadir. If the Earth were a perfect sphere and you got your eye right down on the surface, then the horizon would be a circumference dividing your 360-degree vision perfectly around the center - half above the horizon, half below. Then, to the extent that you raise you point of view above the surface, your sphere of view becomes more sky and less Earth. That is what is meant by “the horizon lies below the eye level”.
