The hunter will not be able to see the fish and aim it because the hunter is in rarer medium land and the fish is in denser medium water due to refraction of water air interface the fish appears to be raised and seems to be close to surface which is called apparent depth. If while standing on a bank you wished to spear a fish out in front of you would you aim above below or directly at the observed fish to make a direct hit you should aim below the observed fish.
