Removing barriers or restrictions set earlier by the government is known as liberalism. In India, it refers to economic liberation undertake by the government of India( starting in 1991) resulting in the removal of controls to encourage economic development. With the liberation of trade, business are allowed to make decisions freely about what they wish to import or export. Now, the government imposes less restrictions than before and is therefore considered to be more liberal.
