Akbar was interested in the religious and social customs of different people.H e realised that the different religious scholars were often bigots and their teachings created divisions and disharmony amongst his subjects. This eventually led Akbar to the idea of a religious policy, Sulh -I- kulh was based on the the idea of tolerance and it did not discriminate between the people of different religion in Akbar's realm. It was based on the system of ethics -

Honesty, justice and peace which were universally applicable.
