It refers to the process of taking powers from state and national government and passing them to the local government.
In 1992, certain steps were taken to make local government mire powerful.
Some of them are:-
1. Now, it has become mandatory for the state to hold regular elections for local governmental bodies.
2.Seats are reserved for Scheduled castes and Scheduled tribes.
3.About one-third seats were reserved for women.
4.State governments were asked to share some of their resources and revenue with the local government.
5.An independent institution named, state election commission was set up.
