The Markownikoff rule states that when a halogen acid (acids containing halogen) like HCl, HBr etc reacts with double bond containing compound then the negative part of acid ( Cl, Br etc) connects to those carbon atom having less number of Hydrogen.

Example :-

Reaction of 1 propene with HCl.

CH2=CH-CH3 + HCl - - > CH3 +

CH3-CH2Cl.
