Emergency response organizations at national and international levels are responsible for arranging emergency response plans, including standard operating procedures to ensure an appropriate, timely, and effective reaction to such unexpected, dangerous, and serious events. These procedures identify the responsibilities and roles of participants (either individuals or organizations) in the response operation.
