These oxides are called bases (as all metal oxides are bases and all non-metal oxides are acids.) The bases that dissolve in water are know as alkalis.

as you know the metal has the nature similar to acid and when it reacts with oxygen to form metal oxide and its nature becomes as basicoxides so when added what with it forms the base...
