Though I am not an expert but I have tried to explain the meaning of the Idiom...

AS THE SAYING GOES... NEVER JUDGE A BOOK BY ITS COVER... because the cover of a book may give you a hint what's inside the book... But you get to know about the book when you let yourself deep into the book. So, we can't tell accurately about what's in the book. Same as this, we shouldn't judge a person by his physical appearance. 'Cause we don't know his ability and talent. God has given some talent to everyone in the earth. May be he is not good looking, may be he is poor, may be his physical appearance is not impressive, no matter who he is.... we shouldn't judge him... He may overcome his fate and also cross your ability.
