One of the best examples which shows that the British law was arbitrary was the Rowlatt Act. This act was also called the Black Act or the The Anarchical and Revolutionary Crimes Act. It was undoubtedly a legislative act and was passed by the Imperial Legislative Council. This council was present in Delhi.
