There is nothing to explain here. It's simple and logical. If an event like the sunrise of sun is a universal true event which is a certain event to happen.
Thus the probability is 1. and if an event is sure not to occur then it's probability to occur is 0. However, if in an event there is not purity or sure thinking of the event then there might be chances of either it's occuring or not occuring.
THUS
P OF HAPPENING + P OF NOT HAPPENING = 1
P[E]+P[_E] = 1.
