A parlimantry committee is a group of members or senatots ( or both the case of joint committee) appointed by one or both House of parliament to undertake certain specified tasks . As of March 2016 , there are 24 departed related standing committes (DRSCs).all of these have members 21 from lok sabha and 10 rajya sabha

Committee have been created so that members of Parliament can discuss and debate on the working of a certain department of the government.

  1. Most of the committee functions under the direction of the Speaker and essentially of the Lok Sabha.
  2. Members of the Rajya Sabha are associated with all the committees except the Estimates Committee.
  3. The Chairman of all the committee ( except the Joint Committee on Salaries and Allowances of MPs ) are appointed by the Speaker from amongst the members of the committees.
  • In case Speaker is a member of a committee, he becomes Ex-officio chairman of the committee.
  • Committees are classified under two heads :                        
  •        1. Standing Committee and Adhoc Committee.
  •        2. Adhoc Committee are created for a temporary period.
  1. The Standing committees are broadly classified into the following categories : Committees of Enquiries , Committee to Scrutinise , Financial Committees , Committees of Administrative Character , Committees with provision of facilities to member.
  2. The Financial Committees of Parliament are Estimates Committee , Public Accounts Committees , Committee on Public Undertaking and 24 Departmental Related Committees.
  3. The Public Accounts Committee was set-up first in 1921 under the Provision of the Government of India Act of 1919. At present, it consists of 22 members (15 from the Lok Sabha and 7 from the Rajya Sabha). Since, ''1967'' a convention has developed whereby the Chairman of the Committee is selected invariably from the opposition.
  4. The origin of the Estimates Committee can be traced to the standing Financial Committee set - up in 1921. The first Estimates Committee was set - up in 1950. It has 30 members, all from the Lok Sabha only.
  5. The Committee on Public undertaking was created in 1964 on the recommendation of the ''Krishna Menon Committee''. It has 22 members ( 15 from the Lok Sabha and 7 from the Rajya Sabha )
  6. In 1983, 17 Department Related to ''Standing Committees'' were set - up. In 2004, 7 more exists as of today.
