Answer:

Phloem is a component of the vascular bundles found in plants. It helps in transport of of food mainly by products of photosynthesis from one region to another for growth, supply, storage or repair . This process is called translocation. It consists of four elements that is phloem fibres, phloem parenchyma, sieve tubes and companion cells out of which only phloem fibres are dead. The flow of phloem is upwards, downwards and radial direction.

Answer:

Phloem consists of bundles of vessels conveying organic matter (notably sugars) from place to place in the plant. Although of course they also carry water, that's incidental to their function, and the current of water and electrolytes they carry is much less on average than is carried by xylem. To caricature the situation a bit, current in the phloem is mostly counter to current in adjacent xylem -- inorganic precursors flowing into photosynthetically active areas via the xylem, organic products flowing out of them via phloem.
