A phrase is a group of words, sometimes similar to idioms. A phrase is not a sentence as t does not contain a subject or an idea. Phrases are units of meaning that are put together to look like a sentence.
Example:
The bewildered tourist was lost.
Saturday became a cool, wet afternoon.
Clause
A clause is made up of a subject, a verbal phrase and a noun. It is the smallest grammatical unit which can express a huge meaning.
Example:
When the president arrives......
