Answer:

The Planning Commission is an institution in India's government that formulates among other functions, India's Five-Year Plans.

  • Since its inception, the Commission's composition has undergone significant changes. The committee had an appointed Deputy Chairman with the rank of a full Cabinet Minister, with the Prime Minister as the ex officio chairman. Cabinet ministers with some important portfolios were ex officio Commission members, while full-time members were experts in various fields such as economics, arts, science etc.
  • The commission makes an evaluation of India's assets and human resources, including technical staff, and to investigate the possibilities of that those are relevant resources that are found to be insufficient in relation to the requirement of the country.  It also formulates a plan to use the resources of the country in the most efficient and balanced way.
