The volume of water traveling past a point per unit time is constant. When the water is deeper, it travels more slowly (volume/time for deep means slowly, whereas volume/time for shallow means fast).
Water that is unobstructed because it is flowing through a deep, smooth channel flows at the maximum velocity possible in that environment due to the lack of obstructions, friction, and turbulence.
Water that is in turmoil, not still, like bubbling rapids, appears to be moving fast because the splashing water is moving fast. But the energy for that splashing is taken out of the momentum of water that would be running swift and deep if it were not obstructed and not turbulent.
Water in a deep channel runs swift because it has no obstructions slowing down the flow, creating turbulence and the appearance of roiling and splashing.
