Explain programs distinguish between programms and policies

EXPLAIN PROGRAM:
A program is a specific set of ordered operations for a computer to perform. In the modern computer that John von Neumann outlined in 1945, the program contains a one-at-a-time sequence of instructions that the computer follows. Typically, the program is put into a storage area accessible to the computer. The computer gets one instruction and performs it and then gets the next instruction. The storage area or memory can also contain the data that the instruction operates on.
DIFFERENCES BETWEEN PROGRAM AND POLICIES:
In government; a policy describes a new program and how to implement it. Some policies are thousands of pages long, complex and complicated, such as Environmental policies, NASA Space Program policies, foreign trade policies.
And most policies are very old and have simply been added to or updated over the years, especially with new technology. But policies are meant to change slightly over time, and mostly they do..
Medicaid; there is a medicaid policy that implements changing programs.
Programs are written directions, or the rules people have to follow to recieve benefits. Programs are just one simple part of a policy.
