Because HNO3 is a great oxidising agent and thus when Al comes in contact with it, it oxidises Al to Al3+ ion which reacts with O2- ions to form Al2O3 which further stops the oxidation of Al metal inside the upper layer.

Answer: When aluminium is dipped in nitric acid a layer of aluminium oxide is formed on the metal. This happens because nitric acid is a strong oxidizing agent. ... Due to this, the reactivity of aluminium decreases.
