The ratio of the velocity of light in a vacuum to its velocity in a specified medium is called it's refractive Index. It has no units.

For example-refractive index of water is 1.333, meaning that light travels 1.333 times as fast in vacuum as in water.

Refractive Index. The refractive index, n, of a material is defined as the ratio of the velocity of light in a vacuum relative to the velocity of light passing through that material.
