Democracy simply means “one man. one vote.” And to work best, that vote should be in secret. The populus must decide on who can vote. Property holders? Men only? Only people over 18 years of age? Then they must decide what percentage will be considered a majority of votes. 50%? 50% plus 1? 60%? You are never going to get 100% in a free election.
