The 21st century has seen an increasing number of natural disasters with alarming intensity – the 2001 Bhuj earthquake; the 2004 tsunami; the 2005 earthquake in Kashmir; heavy rainfall in Mumbai in 2006; the 2008 Bihar Kosi river flood; the August 2010 cloud burst in Leh; the September 2011 Sikkim earthquake; and, most recently, in June, the unprecedented flash floods and cloudbursts in Garhwal, parts of Kumaon and Nepal, and Kinnaur region of Himachal Pradesh. each state has what is called the national guard the guard is NOT a paramilitary they are members of the united states army that are under the states control for when local and state officials are unable to contain or control a emergency the governor can order the national guard to be deployed,   but why is the national not a paramilitary.   the guard is best described as a form of military reserves.  the only real difference is the duty's and objects they find them self's completing everything else is the same as the united states army.  from boot camp,  MOS (military occupational specialty) training all the way down to the equipment and unit organization.    what are some of the emergency's the guard responds to.   the guard can respond to almost anything most of the time the guard will be deployed to aid in management of a natural disaster like a hurricane or a wild fire,   how ever they are commonly deployed along side local and state law enforcement to stop riots,   so what is a paramilitary.   a paramilitary is any group or agency that has a command chain similar to the united states military example's include police and fire department,  but a paramilitary's is not limited to civil service as stated before a paramilitary is any group that has a military's like command chain so that would mean the youth group known as the boy scouts would be a paramilitary.
