Hey Maya here is yr answer;
In 1917; the Governor general Lord chelmsford appointed a committe under the chairmanship of justice Sydney Rowlatt to investigate the nature and extent of revolutionary activities; and to suggest legislation if necessary to deal with them effectively. On the basis of its report; the government passed the Rowlatt act in 1919.
