Answer:

{\huge{\boxed{\boxed{Rowlatt\:Act:}}}}

• Based on the report from Sedition Committee headed by Justice Rowlatt, 2 bills were passed in the central legislature in January 1919 to curb the growing upsurge in the Indians.

• In spite of opposition from Indians, the Rowlatt Act was passed in March 1919 which stated that:

  1. Any person could be arrested without warrant or could be imprisoned without trial. It suspended the writ of Habeas Corpus.
  2. A secret proceeding could be held against the arrested person.
  3. There were restrictions on the movement of people and group meetings were not allowed.

• It was popularly known as the Black Act as it curved the rights of Indians and gave a blow to those who desired Self governance.

• It thus became a cause for the start of Non Cooperation Movement.

Hope this helps you.
