• Based on the report from Sedition Committee headed by Justice Rowlatt, 2 bills were passed in the central legislature in January 1919 to curb the growing upsurge in the Indians.
• In spite of opposition from Indians, the Rowlatt Act was passed in March 1919 which stated that:
- Any person could be arrested without warrant or could be imprisoned without trial. It suspended the writ of Habeas Corpus.
- A secret proceeding could be held against the arrested person.
- There were restrictions on the movement of people and group meetings were not allowed.
• It was popularly known as the Black Act as it curved the rights of Indians and gave a blow to those who desired Self governance.
• It thus became a cause for the start of Non Cooperation Movement.
