Civil disobedience was an larger movement aimed to paralyse the functions of British. While, Rowlatt satyagragha was a mark of protest against the Rowlatt act. It enabled the arrest of people with out detention or prior enquiry.

rowlatt act was black act passed by imperial legislature council despite the United opposition of indian members. it gave the govt. enormous power to suppress any political party and allowed detention of prisoners without trail for two years
