Stalin saw that the peasants could not afford to buy the modern farming equipments. So he eliminated small farmers and made their lands as State Farm so that they could get more profit thus develops the economy.
He did this by forcing peasants to give their lands to well to do farmers called Kulaks. He then collected the lands from them and eliminated the Kulaks
