This means that person who has a great ambition and determined who is desired to achieve something in his/her life, have a zeal to go to the planets highest and the most fruitfull position which is heaven is still not able to reach there. He/she is still working hard and shedding sweat to reach there or is still in progress. But he/she is not at all dissapointed or discouraged and will surely reach the top! This is the line spoken by that person which creates a sense on personification.
