Explain taking the example of punjab why a state with very high per capita income had a very low literacy rate

There are various reasons for this. Punjab has fertile plains and five perrenial rivers. There are excellent irrigation facilities in Punjab due to which it is the largest producer of wheat. Apart from wheat Punjab produces many other food grains. Due to this, the agricultural income of Punjab is very good. Hence, people of Punjab have a higher inclination towards farming. Moreover, the people of Punjab are enterprising businessmen. They are known for their hardworking nature and risk taking abilities. Busines always brings more money than service and business requires only commonsense and not education.
