The three categories of Council of Ministers are: a) The Cabinet Ministers hold important portfolios like Home, Defence, Finance, External Affairs, Railways, etc. The Cabinet Ministers have a right to attend meetings of the Cabinet. They determine the policy and programme of the Government.
