belgium have it's borders with netherland france germany and luxembourg
59% of population lived in flemish region and speaks dutch
40% of population leaves in wallonia region and speaks french
while remaining 1%of population speaks german
the problem arose when in brussels the capital of belgium french speaking population where more than dutch speaking population
therefore to resolve this problem they adopted power sharing system
>their constitution prescribes that number of dutch speaking and french speaking ministrers will be equal
>many powers of the central goverment have benn given to the goverment of different regions
>brussels has a separate goverment in which both the communities have equal representation
>community goverment is elected by people belonging to all regions and this goverment has the power of taking every decicsion regarding cultural and community affairs

The accomodation model of Belgium was purely based on the modern day democracy:
1. In order to accomodate the Dutch,French and Germans, the Belgian Constitution was reformed 4 times between 1970 and 1973
2. The constitution provided equal representation for both the communties in the Brussels Central Government
3.The state governments weren't subordinates of the Central Government and could take their independent decisions
4. There were community governing bodies made of Germans,Dutch and French individually, irrespective of where they lived. These communities took decisions on language based and other cultural issues.
Hope this helped
