Compared with that of mauryas the system of administration of the Guptas was not so elaborate the king held an exalted position and adopted titles like maharajadhiraja. He was assisted by kumaramatyas , who are the most important offices in the Gupta Bureaucracy. They were appointed by the home provinces and possibly paid in cash.

A system of provincial as well as local administration was adapted by the Guptas .The
whole Empire was divided into bhuktis each of it was placed under the charge of an uparika. the bhuktis were further divided into districts or vishayas, placed under vishayapatis.

The role of the village headman was very important he took care of all the affairs related to village administration with the help of the elders.

In urban administration too organise professional bodies assumed great importance. artists and bankers were organised into separate guilds which looked after the affairs of their own members

However, a major part of the Empire was under feudatory chiefs, many of whom had been subjugated by Samudragupta. The king maintained a standing Army apart, from the force is supplied by the feudatories. The cavalry became more important, and so did horses and archery.

The taxes increased in number during the Gupta age. The judicial system was also developed further. The Civil and criminal laws for clearly defined and demarcated. Elaborate laws were laid down regarding inheritance. However ,laws were also based on difference in varnas.
