The scheme was launched on December 2000.

Under the scheme , one crore member of families below poverty line were identified & were given essential food grains at highly subsidized rate.

wheat was given ₹2 per kg & rice was given at ₹ 3per kg .

The scheme has been expanded with 50,000 families extra twice in june 2003& August 2004 .
